<h4>The task at hand for everyone is learning how to support, encourage, and promote the prevention message in all it&#8217;s forms and functions; to build health and wellness consciousness among all members of the community. Preventing chronic illness is our common goal. The path to accessing health-giving lifestyles and developing the awareness needed to sustain good health, is what&#8217;s behind this message. In the coming weeks we will discuss the beginnings of this transformation and what this means for the people of Greater Albion.</h4>

<p>ROSC (Recovery Oriented Systems of Care) &#8211; Communities that Care Award will honor outstanding individuals or groups whose work has successfully created, enhanced, or promoted organizational change, effective collaborative practices, and promote healthy living.</p>
<p>The Albion Community Substance Abuse Prevention Coalition (ACSAPC) and Substance Abuse Prevention Services (SAPS) welcomes nominations on behalf of government officials, community leaders, law enforcement professionals, child welfare workers, court professionals, medical personnel, educators, treatment providers, prevention experts, probation and corrections officers, youth serving organizations, youth, and others who provide services to drug endangered children and their families in our community.</p>

<p>Every year, the Monitoring the Future (MTF) survey measures drug, alcohol, and tobacco use and related attitudes among 8th, 10th, and 12th graders. Following are facts and statistics about youth substance use from the 2012 MTF report. Illicit Drug Use Illicit drug use among teenagers has continued at high rates, largely due to the popularity of marijuana. Marijuana use by adolescents declined from the late 1990s until the mid‐to‐late 2000s, but has been on the increase since then. In 2012, 6.5 percent of 8th graders, 17.0 percent of 10th graders, and 22.9 percent of 12th graders used marijuana in the past month—an increase among 10th and 12th graders from 14.2 percent, and 18.8 percent in 2007&#8230;</p>

<td valign="top" width="422"><b>Agenda and Meeting Minutes </b>– Agenda for January 8, 2013 was presented. No changes to meeting agenda. Minutes for November 13, 2012 were presented. Motion made by Henson, supported by Peters to approve the agenda as is as well as the meeting minutes dated January 8, 2013.</p>

<td valign="top" width="422"><b>Priority Area #3 – Reduce Underage Smoking</b></p>
<ul>
<li>Langston shared that vendor education visits were underway and that at least 60 would be completed by February 2013.</li>
<li>Langston shared that he met with retailers in the fall and that many of them attending the meeting are involved in promoting responsible tobacco sales.</li>
<li>Langston shared that Synar would take place between the middle of February 2013 through March 5.</li>
</ul>

<p><b>Priority Area #4 – Marijuana</b></p>
<ul>
<li>Langston noted that he would be meeting with Dt. Kern, Mayor Domingo, and Chief Kipp to look at how the City Council is working on the marijuana issue. Langston also noted that Ken Stecker is being contacted regarding a presentation to the Coalition and invited community members. Time frame for presentations would likely occur in February or early March.</li>

<p><b>Priority Area #5 – Capacity Building</b></p>
<ul>
<li>Langston and Domingo reviewed the agenda for the data workshop. Domingo noted that it is important for Coalition members to be present as this is about understanding the data that we have to date around substance abuse. Langston shared that the key speakers would be Dr. Cook from the CISD, Kyleen Gray with Venture Behavioral Health, and Sara Rockhill from the County Health Department.</li>
<li>Langston discussed DFC Grant application noting that a technical assistance workshop would be coming up in February if the group wishes someone to attend. The cost would be about $1,000 for flight, hotel, food, etc. Langston noted concerns for the upcoming application that included absence in sector representation for students, business and volunteer/civic. He also noted some concerns regarding what the Coalition would focus on given the parameters of the grant (not program focused). Two members noted that we might want to hold off applying for the grant this year.</li>
<li>Domingo shared that Kittinger has resigned her position due to consulting for SAPS. Langston noted that Wolf has agreed to serve as secretary and treasurer for the Coalition. Reed moved, supported by Kale to approve Nidia Wolf as the new secretary and treasurer for the Coalition.</li>

<p>Peters asked that Langston work with the Steering Committee on the DFC grant, his concerns and the costs for attending the technical assistance workshop. [Langston would send an e-mail to Bonner, Domingo and Peters regarding the costs for attending the technical assistance workshop; the three would look at budget to see if we could make it work]

<p>Motion approved to install Wolf as new secretary and treasurer for the Coalition</p>

<td valign="top" width="422"><b>Updates</b></p>
<ul>
<li>Domingo and Langston noted that they would follow up with Chief Kipp regarding the Lock Box, not sure where things stand currently with the lock box and being able to promote its use.</li>
<li>Langston shared that he is working with the 3 pharmacists to begin promoting the lock box once Chief Kipp gives us t3he go ahead. He is designing posters to be shared as well as a half sheet that the 3 pharmacists have agreed to distribute with refills. He will also be working with them to sign an MOU regarding promotion of the lock box and their work with the Coalition in addressing prescription medication abuse.</li>
<li>Kittinger shared that the Mayor’s Youth Council is working on a few things including a youth forum. Stay tune for more information.</li>

<td valign="top" width="422"><b>Next Meeting</b>  &#8211; Domingo reminded Coalition members about the data workshop and asked members to make sure to RSVP to Langston. Domingo also reminded members of the new schedule of meetings; February will be a Steering Committee month, March will be the next time the full Coalition meets.</p>

<li><b>Review of Coalition Plans &#8211; </b><i>Langston, Domingo went over Coalition’s Annual Plans for FY 13. Discussion ensued regarding activities and how specific areas would be implemented. Kale moved to adopt the plan with changes as noted (language changes in goals 2, 3, and 5, supported by Peters.</i><b></b></li>

<li><b>Committee Assignments – </b><i>Peters, Langston shared ideas regarding how to view committee assignments. Langston conducted an activity asking members to put their names next to activities they would like to help implement.</i><b> </b></li>

<ul>
<li><b>Marijuana Legalization &#8211; </b><i>Langston distributed 2 articles regarding recent ballot proposals being approved regarding usage of marijuana in four communities in Michigan and several states beyond medicinal purposes. Discussion centered on usage in the Albion community, how best to address the issue, and ways to engage youth and adults in solving the problem. Discussion also included data from the most recent MiPHY Survey. Malta spoke of the need to ensure that training around this topic is provided to the Coalition as well as information shared with community members. He encouraged the Coalition to utilize the services of Ken Stacker, noted expert in Michigan on the medical marijuana as well as marijuana in general.</i><b></b></li>

<li><b>Award Program – </b><i>Langston shared that October Award program was great. He talked about the awards provided including to several members of the Coalition.</i></li>

<li><b>Community Data Forum/Workshop –</b><i> Langston noted that he was still working on this, looking at schedules and trying to look at potential speakers. The group would like to focus conversation/discussion on MiPHY data as well as other data in the county related to substance abuse. Langston noted he is working to get Dr. Cindy Cook from the Calhoun County ISD, Dr. Kyleen Gray from Venture Behavioral Health. We may be able to include Sara Barnhardt from the Health Department as well.</i></li>
</ul>
<p><i> </i></p>
<ul>
<li><b>CA Changes</b><i> – Malta shared a memo from Lynda Zeller, Deputy Director, Behavioral Health and Development Disabilities Administration regarding a regional map for CA reconfiguration noting changes are coming, we are just not clear how things are going to change and the timetable. We likely would consolidate with Venture Behavioral Health, one county will loose (in terms of the current counties in our region) and another county will come in. More to come.</i></li>
